HOI 4 exists.
There's a reason most WW2 games start in 1941 or 1942.
If you start in 1939, you have two options:
1. Make it super easy for Germany to conquer Poland and France. They become little speed bumps.
2. Make it actually possible for Germany to lose early in the war, e.g. if the attack in 1939 while the majority of the Germans were fighting Poland.
If you choose option 1, there isn't much for a French/Polish player to do other than just get stomped on, while the Brits and USA just sit there doing not much. All it does is delay the start of the "real" war by a few turns.
If you choose option 2, it's possible for the game to end really early without the big nations even getting involved, or to end up with a war that is so totally different to the historical narrative that is may well not be WW2.
Some games can pull this off. Most don't.

At this point I might just work on my own AI harness instead, since I don’t get benefit of marketplace type and setting up local and remote sandboxes with existing offering usually require too heavy of a setup (too many steps) along with some sort of separate gateway / relay.

Dear friends, during some recent medical examinations, the doctors found a small, localized nodule in my lung. It was detected at a very early stage and is well-localized. The doctors believe that it is best to intervene, so, following their advice, I have decided to undergo surgery to remove it. The operation is already scheduled to take place in the coming days.
