@hrdag and the ITJP have been engaged in a long-term effort to restore the names and identities of those killed and disappeared in Sri Lanka since 1958, ensuring they are remembered with dignity and historical accuracy.

In April 2009, approximately 800 LTTE fighters were trapped in Ananthapuram, surrounded by Sri Lankan military forces and cut off from ammunition, medical supplies, food, and water.

17 years later, ITJP's investigation reconstructs the events of Ananthapuram through the testimonies of 7 survivors, contemporaneous military accounts, and an analysis of potential violations of international humanitarian law.

Over several decades, successive commissions of inquiry and other state institutions have recorded thousands of disappearances. But it remains unclear how comprehensively these records have been incorporated into the Office on Missing Persons’ (OMP) database and published lists.
ble, drawn from earlier commissions and other official records, reflect different stages of investigation — from complaints received to cases established as enforced disappearances. They are not directly comparable, nor should they be added together as a count of unique individuals. Together, however, they raise important questions about the completeness of the official record.

In their piece for Himal, Yasmin Sooka and Frances Harrison @francesharris0n of the International Truth and Justice Project (ITJP) examine these discrepancies and ask why names documented through earlier state-led inquiries remain absent from the OMP’s published lists.

They argue that removing duplicate entries is legitimate, but omitting people without explanation is not. The state must account for the names its own commissions recorded and explain how those records have been handled.

More than 300 severely wounded Tamil fighters were left behind in a single building when the Sri Lankan Army overran Ananthapuram in April 2009. They couldn’t walk and had no weapons. None .

Drawing on seven survivors speaking publicly for the first time, the @itjpsl concludes that the Army’s own body count can only be reconciled with a massacre of the wounded.

“The injured were alive when I left. They had no rifles or explosives or cyanide,” one survivor said.

ITJP’s new report, available in English and Tamil, documents survivor accounts, examines the last major battle of the war and points to an alleged massacre of more than 300 severely wounded Tamil fighters by the Sri Lankan Army in April adres, many already seriously wounded, were trapped and cut off from ammunition, medical supplies, food and water. Approximately 150 escaped. Hundreds of wounded fighters left behind have never been seen again.

ITJP’s legal analysis identifies reasonable grounds to investigate alleged war crimes, including the killing of wounded fighters unable to participate in hostilities, attacks on protected medical facilities and unlawful means and methods of warfare. The report identifies the involvement of a 58th Division brigade under Shavendra Silva and a 53rd Division brigade under Kamal Gunaratne, alongside Task Force 8 and Air Force support.

Seventeen years later, these accounts demand independent investigation, scrutiny of military records and accountability. Families deserve answers about what happened to those left behind.

But the struggle to establish the fate of the disappeared extends beyond this period, this place and this community. The country’s Tamil minority, concentrated in the North and East, has also suffered gravely, both during and after the civil war. So have Sri Lanka’s Muslims.

Decades of campaigning by Tamil and Sinhalese families of the disappeared helped establish the Office on Missing Persons (OMP) in 2017. The question is whether the OMP is an institution created to recover and assert the truth, or instead help to erase it.

சார்மெயின் அவர்கள் துணிவும் உறுதியும் கொண்டவராக இருந்ததுடன் அவர் ஒரு போதும் விட்டுக் கொடுத்ததில்லை. அபூர்வமான நற்பண்பினைக் கொண்ட அவர் எங்கள் அனைவருக்கும் ஒரு முன்மாதிரியாக இருந்தார். அவர் வேறு எவரும் நிரப்ப முடியாத ஒரு மிகப் பெரிய இடைவெளியை விட்டுச் சென்றுள்ளார்.
