Disasters may strike suddenly, but their consequences are often shaped by the decisions we make long before an emergency occurs.

On this International Day for Disaster Risk Reduction, let us reaffirm our commitment to building safer homes, stronger communities, and a more disaster-resilient society.

🏔️ For a mountainous state like Himachal Pradesh, where earthquakes, landslides, flash floods, cloudbursts, and extreme weather events pose recurring challenges, disaster risk reduction is not merely a policy priority—it is essential for protecting lives, livelihoods, infrastructure, and our collective future.

The theme for 2026, “Resilience Starts at Home,” reminds us that disaster preparedness begins with individuals and families but must be supported by responsible governance, resilient infrastructure, and effective institutions.

✅ At the household level, resilience means understanding local hazards, ensuring safer construction, preparing emergency kits, developing family evacuation plans, and knowing how to respond to early warnings.

✅ At the community level, it means strengthening local preparedness, supporting vulnerable populations, conducting regular mock drills, and building a culture of shared responsibility.

✅ At the institutional level, it requires risk-informed development, enforcement of building regulations, investment in mitigation, robust emergency operations, and effective coordination among stakeholders.

📡 Technology has an increasingly important role in this journey.

From satellite-based monitoring, GIS and geospatial risk assessments to real-time early-warning systems, emergency communication networks, digital disaster-management platforms, and data-driven decision-making, technology can help us anticipate risks and respond more effectively.

However, technology delivers its greatest value when warnings reach the last person at risk and translate into timely, informed action.

💡 Working at the intersection of disaster management and technology reinforces an important lesson: the true measure of disaster resilience is not simply how quickly we respond after a disaster, but how effectively we prevent avoidable losses before it occurs.

The Sendai Framework for Disaster Risk Reduction (2015–2030) provides a global roadmap for understanding risk, strengthening governance, investing in resilience, and enhancing preparedness.

Let us move from reactive disaster response towards proactive disaster risk management.

Because every safer home strengthens a community. Every prepared community strengthens a state. And every investment in resilience helps protect our future.

🌱 Disaster risk reduction is everyone's responsibility. Resilience begins with awareness, grows through preparedness, and succeeds through collective action.
