Taking Agri-PV from the field to the national conversation! โ˜€๏ธ๐ŸŒฑ

ICRIER was actively represented at the 7th AgriVoltaics World Conference 2026 (21-23 October 2026) in New Delhi., contributing to discussions on implementation, financing, and the future of agrivoltaics in India.
forefront:ย ICRIER partner farmer Mr. Kajod Mal Jat from Bassi, Jaipur, was invited by MNRE to share his first-hand experience of the Agri-PV pilot implemented by ICRIER.

๐Ÿ”น Shaping the financing agenda: Dr. Ashok Gulati, APSI Lead at ICRIER, co-chaired the Plant Growth, Yields & Agricultural Incomes session and moderated a discussion on financing large-scale Agri-PV projects.

๐Ÿ”น Championing smallholder farmers: Our partner and supporter Passing Gifts, played a vital role in bringing smallholdersโ€™ perspectives to the forefront, highlighting how Agri-PV can create opportunities and deliver tangible livelihood benefits for farmer collectives.

๐Ÿ”น Building the way forward: Subhodeep B., Fellow at ICRIER and member of the Conference Scientific Committee, contributed to discussions on taking the conference forward in coming years.

๐Ÿ”น Making collaboration happen: Laxmi Sharma and Bidisha Banerjee played a crucial role in coordinating with our farmers and ensuring smooth participation across sessions.

Our key takeaway?

Agri-PV is not just about sharing land with solar panels. It is about empowering farmers, sustaining livelihoods, and ensuring they share in the benefits of Indiaโ€™s energy transition.

In a recent Power Line feature gathering expert perspectives on managing Indiaโ€™s power demand, ICRIERโ€™s Somit Dasgupta identifies storage and transmission as the sectorโ€™s two pressing constraints โ€” noting India has just ~40 GWh of grid-scale storage against s it needs by 2036, forcing solar generation to be backed down, while inadequate transmission leaves many renewable generators stranded without firm connectivity.

Since the Nutrient-Based Subsidy scheme was introduced in 2010, Indiaโ€™s fertiliser imbalance has only worsened. In their column From Plate to Plough in @IndianExpress and @FinancialXpress, Prof. Ashok Gulati, Distinguished Professor, and Ritika Juneja, Senior Fellow, ICRIER, draw cy brief to explain why. They set out four steps to restore soil health: a direct benefit transfer that is neutral across nutrients and crops, a revamped PM-PRANAM, a push for customised fertilisers, and adoption of the 4R principles of nutrient stewardship.

ICRIER today organised a roundtable discussion on โ€œRecalibrating Indiaโ€™s Fertiliser Policy towards Nutrient Optimisation and Targeted Support.โ€ The discussion brought together policymakers, scientists, industry leaders and farmer representatives to explore how India can move nt use and better-targeted fertiliser support.

Some key takeaways from the discussions:

๐Ÿ”น The imbalance is a relative-price problem. Urea prices have barely moved since 2010, while phosphatic and potassic prices have tracked world markets. As a result, nitrogen use is now 6% above its recommended dose and the potassium deficit has widened to 72%.

๐Ÿ”น One national norm doesnโ€™t fit the entire country. 11 of 20 major states over-apply nitrogen and every state under-applies potassium, so fertiliser recommendations need to move from the state level to the district and farm level.

๐Ÿ”น Soil health must be central to agri policy. Speakers called for returning crop residues and organic matter to the soil, applying nutrients from the right source, at the right rate, at the right time and in the right place, and encouraging innovation in fertiliser products.

๐Ÿ”นIndia remains heavily dependent on imported fertilisers and feedstock. It is estimated that the fertiliser subsidy bill could reach โ‚น2.42โ€“3.32 lakh crore in 2026-27.

๐Ÿ”น Discussions also focused on the role of AgriStack and Madhya Pradeshโ€™s e-Vikas portal. AgriStack now has 11 crore farmers in its Farmer Registry, and e-Vikas shows how fertiliser support can be linked to land, crop and cultivator data. Including tenants and sharecroppers remains the key challenge.

๐Ÿ”น Reform needs aligned incentives. Speakers emphasised that information alone wonโ€™t change behaviour without the right price signals, and that a direct cash transfer neutral across nutrients and crops could help correct the imbalance.

The event also marked the launch of two ICRIER policy briefs:

India's e-waste is growing fast, but our formal recycling sector is still at a nascent stage. Choosing the wrong recycling technology can mean arm and missed opportunities to recover valuable materials.

India is far more educated than it was a generation ago. Between 1987โ€“88 and 2025, the share of women with no formal education fell from 74% to 29%; for men, it declined from 46% to 14%. Graduate attainment has also risen sharply, reaching 22% among men and 15% among women.

But nder gap has been uneven. The gap in the share with no formal education has nearly halved, from 28 to 15 percentage points. Up to secondary education, attainment levels are broadly comparable.

Beyond that, the paths begin to diverge.

34% of men have completed higher secondary education or above, compared with just 24% of women. Among graduates, the gender gap has widened from around 3 percentage points in the late 1980s to 7 percentage points today.

Therefore, while getting girls into school has been a major achievement, the next frontier is ensuring that women progress beyond secondary education and that their educational qualifications translate into paid work and economic opportunity.

In 2025, 60% of college-educated women were not working, compared with just 8% of men. This is not a new pattern, as the share of college-educated women not working was nearly 62% in 1987โ€“88 and rose to 65% in 2005โ€“06.

The goal must be not just to educate women, but to enable them to convert education into economic participation.

Building on the Triple Agenda report, the 2024 G20 Roadmap ons for bigger, better, and more effective multilateral development banks. This report asks how far the MDBs have delivered, and how far they still have to go.

A joint publication of @CGDev, @ODI_Global, and ๐—œ๐—–๐—ฅ๐—œ๐—˜๐—ฅ, authored by Dr. Homi Kharas and @MasoodA_, it finds the MDB response has been broad-based and, by past standards, close to dramatic: expanded balance-sheet headroom while preserving credit ratings, record private mobilisation, and more joint working as a system, with some lending timelines cut from 19 months to 9.

Yet it still falls short of what 2026 demands. Commitments have grown just 1% a year in real terms since 2000, much of the new headroom remains unused, and private mobilisation has fallen in low-income countries, even as developing economies face slowing growth and rising vulnerability. The report makes the case for an urgent push on sustainable infrastructure and human capital.

The article examines how high debtosts and falling development assistance are pushing developing countries and institutions to rethink development finance. Aid from OECD DAC donors fell 23% in real terms in 2025, the steepest annual drop on record, while developing countriesโ€™ external debt stock reached $12.3 trillion.
