🚨🚨 THE ILLEGITIMACY PLAYBOOK / THE DEMOCRACY FILES: A PRIMER 🚨

I will be using this thread to track all drops, so bookmark it.

I spent most of yesterday backing everything (now 312 gigabytes) up in various sources and getting the materials out to others. I also produced an lain the whole thing to others are not on 𝕏 - feel free to distribute.

Here's the primer:

USAID, the foreign aid agency, had a democracy office. Inside the agency, it was called DRG.

Officially, DRG administered "democracy assistance." They'd go inside countries they thought were sliding into authoritarianism and help the opposition there. That assistance included election monitoring, judicary support, independent media, and civil society building.

You may have heard the term "color revolution." The model comes from Serbia in 2000, where trained student activists brought down Milosevic with the help of Western governments, after sustained protests. With the help of USAID's democracy office, this model was implemented in many other countries to topple governments: Georgia's "Rose Revolution" in 2003, Ukraine's "Orange Revolution" in 2004, and many more.

Then last year, DOGE shut down USAID. But the USAID democracy office didn't stop. They formed a group called the Democracy Renewal Group, the same initials as their office (USAID Democracy, Human Rights, Governance). Their goal: apply their own playbook to the United States itself.

This goal became a plan, called Renew American Democracy (RAD). It invoked the "4 B's" framework. Block - use lawfare and protests to make life harder for the Trump administration. Bridge & Belong - control dialogue and win people over. The final and most important B is Build. Build means redesigning the American government itself, and the crisis is the opening.

In their own words:
"We can take that breakdown moment and leverage it for a big structural reform, you know, refounding moment." - Danielle Reiff, DRG lead.

Calls show DRG working alongside DSA on ideas of creating a different government, one that does away with the Constitution itself.

DRG does not run the Block operations. They hand it to UDA, the United Democracy Alliance. One organizer calls it a "huge galaxy": lawsuits, street protests, non-cooperation. They list No Kings, Indivisible, MoveOn, 50501, and many other mega-activist NGOs among their members.

Another organizer calls UDA Erica Chenoweth's project. Chenoweth is the Harvard professor behind the three-and-half-percent rule of regime change: get that share of a country's populace onto the streets, and historically, the movement wins.

The UDA is very "hush-hush." They have no website, no roster, no filings.

Then come the red lines: things the Trump administration could do, such as calling the Insurrection Act on protesters, that would mean that the federal government, in their words, "crosses the threshold into illegitimacy." Nobody voted on those lines. There was no public debate. These red lines were developed within secretive working groups, and in a paper addressed to governors and staff.

In the words of Reiff/DRG:
"So that if there is a red line crossed in terms of a Constitutional crisis, like everyone's already pre-organized. And so Mike Smith actually said, he goes, oh, you guys have the day after tomorrow plan."

Cross a line, and the paper's options include states refusing to lend their resources to federal officials, and governors convening what it calls a "Third Continential Congress."

Running the UDA's Insurrection Act working group: Rear Admiral Mike Smith (RET) of National Security Leaders of America (NSL4A). NSL4A is also credited with operationalizing UDA, the blocking operations. NSL4A consists of about 1,600 ex-officers, spies, diplomats. They're turning red lines into indicators and running a situation room to monitor them throughout the midterms and beyond.

The NSL4A's lawyers told them to stop recording meetings in case of subpoenas. But the rest of the network continued to record. DRG works in conjunction with Renew to Thrive (R2T), which ended up accidentally publishing 400+ calls and thousands of documents. These calls and documents were never meant for our eyes, but it's them, on tape.

Thousands of NGOs and billions of dollars are involved in this endeavor. Most of them believe they're saving democracy. The problem is that people who spent their careers deciding when other countries' governments had lost their legitimacy wrote that test for ours, in private, and planned for what comes after.

Who decides when your government is legitimate?

🚨🚨THE DEMOCRACY FILES, PART 1: THE PLAN 🚨

I am working on gathering all the documents.

Now, here's something to understand about the "democracy" and protest ecosystem: almost nobody knows the 'grand plan' so to speak. They simply agree to play a role.

For example, 99% of n the streets believe they're doing it out of an organic uprising. They don't see that the police have been ordered to stand down. They don't see that legal services have already been arranged for them. They don't see that foundations are paying for their bonds.

Similarly here, governors aren't participating in a pact to destroy the Constitution. Governors simply have agreed to push back on the Insurrection Act. The effect is the same: the governors end up playing a role in a grander plan.

I call this "shared epistemology" in my book Unelected. Motivations differ, people rarely agree to the big evil supervillain framing, but incentives all converge in the same end goal.

No Kings might not agree to explicitly tear down the Constitution, but they nonetheless work with DSA and will turn out millions of people if the right phone call is put in.

Here is one articulation of the plan - and crucially, since then, they have put many NGOs in their places to execute their proper role at all levels when the time is right.

Many more coming.

🚨🚨THE DEMOCRACY FILES, PART 2: WHEN AND HOW TO DECLARE THE FEDERAL GOVERNMENT ILLEGITIMATE 🚨

Some questioned whether a group of 200 ex-USAID officials could actually pull off their ambitions to rewrite the Constitution.

Here, they describe exactly how it works. They aren't deos all come from Renew to Thrive (R2T) group and associates. Danielle Reiff and Paul Zeitz play key roles within R2T.

R2T sits inside a much, much larger umbrella called United Democracy Alliance (UDA), which is an extremely hush-hush control plane of leaders from major "blocking" NGOs such as 50501 and Indivisible fulfilling various functions. UDA decides when protests get deployed, timelines, how to respond, all that.

R2T's role within UDA is concerned with "the day after tomorrow" - in other words, their function is to conceive what a rewritten American government will look like after the rest of UDA fulfills its purpose. As will be shown, Erica Chenoworth is credited with conceiving UDA in the first place under the Horizons "Big Tent" initiative.

Note here that National Security Leaders for America (NSL4A) is credited for operationalizing UDA. NSL4A is a group of 1,600 ex-military, intelligence, and diplomatic officials. They are led by Rear Admiral Michael E. Smith (Ret). NSL4A also played a key role in the "illegal orders" messaging which targeted Pete Hegseth. Zeitz is also a member of NSL4A.

It must be emphasized that the choice of a military-oriented organization to coordinate NGOs across domestic protests is an interesting one all in itself - especially in an umbrella conceived by a regime change expert like Chenoworth.

You will have a hard time finding any mentions of UDA in the public. They are extremely hush-hush and selective who they talk to.

Mike Smith himself makes a personal appearance in other calls, coordinating Insurrection Act exercises and roleplaying with R2G as one of the participants.

As the audio transcript shows, they have outlined a sequence of "redlines" in which case the federal government should be declared illegitimate. Invoking the Insurrection Act against "peaceful" protesters is one of the most discussed redlines. I will post the illegitimate criteria below, but basically, almost any effective pushback against NGOs is a measure of illegitimacy according to them.

Important to understand:
The audio shows they shopped this idea around governors, but the reality is that governors do not have to explicitly sign on to the pact to play their role in the coup. All they have to do is refuse troops in their state and let UDA / R2G do the work of dissolving the federal government.

🚨🚨THE DEMOCRACY FILES, PART 3: AMERICA GETS THE FOREIGN-INTERVENTION TREATMENT 🚨

At what point does this become foreign interference of our elections?

To back up: the main group that Danielle Reiff and the other ex-USAID workers belongs to, Renew To Thrive (R2T) / Renew ) have an explicit strategy document. That strategy outlines "preparing for the worst" which includes the Insurrection Act or "election meltdown," and their goal is to get "structural reform" in place by that - a polite way of saying our Constitutional Republic has to be overhauled.

In July 2026, R2T/RAD invited foreign state actors to share experience with the American community, for the express purpose of operationalizing their expertise right here in the United States. All actors had experience in international community assisted transitions (I'll let you figure out what that is a code word for).

The disturbing part, though, is that all of the foreign actors' recommendations were implemented right here in America.

You may have seen news headlines like:

- Restore trust in processes
- Increased election security, increased legal presence at polls
- Democratic officials hold tabletop exercises
- Judges prepare for post-election challenges

To be clear, this video doesn't prove that this meeting specifically caused this cascade of escalations. But what it shows is that the democracy-promotion playbook the U.S. spent decades exporting, with situation rooms, observers at every polling place, prebunking and litigation paired with street mobilization, is now being run on America's own election. The same people are running it, and they're taking advice from the foreign actors the U.S. once backed.

Now when you look at officials talking about independent watchdogs or tabletop exercises... know that it's because they are now treating the United States midterms exactly the same as they'd treat elections in a third world country.

And I think more than a small part of them are hoping that it does become a self-fulfilling prophecy as it has in so many of those countries. (For context, my book Unelected documents that so-called "election meltdowns" are precursors to transitions of power via color revolution.)

🚨 THE DEMOCRACY FILES / ILLEGITIMACY PLAYBOOK, PART 4: YES, MANY ARE AWARE OF THE GOALS 🚨

This one is a thread because there are multiple materials.

On January 15, 2026, Renew American Democracy (RAD), the strategy built around the Democracy Renewal Group's (DRG) ex-USAID d planning exercises for "emergency scenarios" and how it'd affect their "strategic objectives."

RAD's explicit goal is in catalyzing those so-called "emergency scenarios" to manifest "structural reform" - the rewriting of American governance which the previous drops have covered.

RAD/DRG hold the unique role within the wider blocking / protest alliance of defining what the new government looks like, presumably because they are made of ex-USAID officers who have specialized in installing new governments. As @MikeBenzCyber last night said on his stream, these DRG members come from the CIA coup parts of USAID.

It's been suggested that DRG is just a fringe group within the much larger blocking/protest ecosystem. This morning's interim video mentioning Mike Smith disproved that. And PART 4 disproves that further - the wider network is well aware of DRG and that its goal is to secure a new government.

They will dress it in the language that it's Trump who will provoke it, and they're only preventing a true Constitutional crisis. In reality, there's a million ways to interpret what a "red line" is, and many ways to get Trump to cross it. Already, articles everywhere are telegraphing that Trump *will* cross it in the form of the Insurrection Act or martial law, softening us up for the coup ahead.

The materials I'm showing you are from a RAD/DRG-ran planning exercise in January 2026. Groups represented by participants include:

· National Security Leaders for America (NSL4A)
· Freedom Trainers / Beautiful Trouble
· Team Democracy
· Federal Workers Alliance for Democracy
· Civil Service Strong
· Project 2029
· Braver Angels
· Indivisible
· Better Together America
· Center for Collaborative Democracy
· Democracy Accelerator
· Paths to Understanding
· Co-Intelligence Institute
· Cohesion Strategy
· Community-Vision Solutions

One of the working groups concerned "National Deliberations" - which lays the groundwork for structural reforms post-crisis. So every single participant in this forum was well aware the end point is rewriting our governance.

Even more interesting, Tanya Alfredson of @BraverAngels participated in this particular working group - which should give pause to anyone who believes Braver Angels simply wants better dialogue.

As you watch the videos, watch out for the code language they use to hint towards the ultimate end goal.

As always, patience as I pull together the thread. 👇

🚨🚨THE DEMOCRACY FILES / ILLEGITIMACY PLAYBOOK, PART 5: Washington state's Secretary of State weighs in 🚨

The below clip shows Danielle Reiff of DRG pitching her vision to an audience including Washington state's Secretary of State, Steve Hobbs.

She explains the red-line y a vision of creating a "cross-partisan" government in the wake of an illegitimate federal government.

Her three "democratic emergency" scenarios should be familiar by now:

· Election meltdown - which includes a widespread public loss of trust in election results
· Insurrection Act deployed against protesters
· An attempt to delay seating of legitimately elected officials post-election

If the federal government becomes illegitimate in her view because of the above, then she proposes a cross-partisan system of transitional governance. She names a cross-partisan board of governors, as well President Obama and President Bush as potential transitional leaders.

WA SoS Hobbs replies to Reiff that he has had the exact same conversation with German and Japanese officials regarding how to deal with AfD and right-wing nationalist parties. Now, to be fair, he does not want to commit because, in his words, "we're winning." But he doesn't disagree either.

Note also that here and in other recordings, "election meltdown" does not mean some sort of flashy media crisis. It means, simply, a large segment of the population doesn't believe the election results are legitimate.

🚨🚨 THE DEMOCRACY FILES / ILLEGITIMACY PLAYBOOK, PART 7: THE SECRET MEGA-ALLIANCE WAITING FOR A RED LINE TO BE CROSSED 🚨

What do you call a mega-alliance that:

• Covers hundreds, if not thousands, of protest organizations
• Covers all the lawfare-related organizations
• when a Constitutional crisis is crossed
• Consults federal workers on how to block emergency efforts
• Runs a situation room for the midterms and beyond
• Is credited to regime change expert and professor Erica Chenoweth
• Is operationalized by National Security Leaders for America, an organization of 1,600 retired officers, spies, and diplomats
• ... and determines the "red lines" for mobilization of the above?

Meet the United Democracy Alliance (UDA).

UDA is the secret alliance behind the messaging we saw this week:

• JB Pritzker's warning that states will "strongly resist"
• Governor Newsom's office declaring a "CODE RED"
• Norm Eisen talking about "war rooms"
• Slotkin predicting a "national security incident"

You will not find any mentions of the United Democracy Alliance (UDA) on the web. It is a mega-alliance of resistance NGOs ready to deploy on a moment's notice, monitoring every action President Trump takes and monitoring every polling place.

We only can put together the pieces by recordings. Some key quotes:

• "if there's a moment where there's a constitutional crisis, like one of the UDA four red lines, if they get crossed… governors then become the kind of lead anchor for political power." (Zeitz, Aug 6)
• "the big, big, big, big, big tent that's being organized in the blocking community so that if there is a red line crossed in terms of a constitutional crisis, like, everybody's already pre-organized." (Reiff, Aug 5)
• "We are also starting to consult federal workers on how to do some blocking inside the govt agencies during emergency situations" (Eric Manton, Zoom chat, Aug 6)

According to @JeffClarkUS , the last point above about federal workers conspiring to block emergency responses may violate serious statutes. More on federal workers involvement in Drop 8.

🚨🚨 THE DEMOCRACY FILES / ILLEGITIMACY PLAYBOOK, PART 8: THE COMPLICIT FEDERAL WORKERS 🚨

In Drop 7, we saw Paul Zeitz type during a Zoom call:

"We are also starting to consult federal workers on how to do some blocking inside the govt agencies during emergency situations - hat on the form."

Excuse me? Actively blocking the federal government during an "emergency situation?"

And how are federal workers involved with Renew American Democracy (RAD), a group whose primary mission is to a fundamental rewrite of our Constitution?

Turns out, a certain federal workers alliance, FWAD, is working closely with RAD on their goal to rewrite America.

FWAD is the Federal Workers Alliance for Democracy, formerly known as "Federal Workers Against DOGE."

RAD's published strategy lists FWAD among its endorsers. But FWAD isn't just an endorser. It is a founding partner of the Nationwide Deliberation Campaign (NDC). The goal is "a national People's Proposal of structural reforms" - which, in RAD's other videos and strategy documents, is planned to occur just after the federal government has been declared illegitimate. In a nutshell: with no federal government, a representative (read: DEI) panel of citizens will be assembled, their input collated and stitched into a new constitution for the Fourth Founding.

But that is not the only path for restructuring. A concept note also proposes "Constitutional amendments," with "state ratification strategies." Either way, all evidence points to that the NGOs in the Block lane know their goal is to rewrite American governance.

All the receipts are in this video. 👇

Note: two current federal workers were in the files. As they are not public figures, I withheld these names. I gave them over to contacts in their agencies instead.

@DataRepublican I posted this almost a year ago…
@RealSLokhovamatically trains and deploys assets—both overt operatives and covert agents—in advanced psychological operations, disinformation campaigns, false-flag provocations, economic sabotage, and targeted assassination techniques explicitly designed to destabilize, discredit, and ultimately remove foreign leaders or overthrow sovereign governments that are deemed hostile to U.S. interests.

These tactics, refined over decades through programs like MKUltra, Operation Condor, and countless color revolutions, are not anomalies but core components of U.S. regime-change doctrine, and it seems like all of it is being used to overthrow our democratically elected President, Donald J. Trump (@POTUS @realDonaldTrump), and his entire Cabinet.

We the People need to understand that the United States of America is not immune to the tactics of the CIA.

STAY AWAKE, America! 🇺🇸

@DataRepublican @ConceptualJames discussion to be had later as well. Unless there is blatant election stealing, crackdowns on dissidents, human rights violations, etc. the rest of us would love it if the USA would stop color revolutions in our countries. The amount of harm US NGOs have done in our countries is incalculable. Also, it’s not just elections, it’s also the intense pressure to change local laws to be in line with US morals and customs of tge ruling party. During Obama and Biden, it was all LGBTQ, Abortion access, and migrant rights vs border control. An example: in DR, we are currently and for at least the last 10 years, fighting to keep abortion illegal in the face of foreign NGOs that pay hundreds of thousands of dollars to far left and feminist groups to try to change our laws and Constitution. The almost total population is against abortion, btw. You can disagree with our position, but sovereign countries have the right to dictate their own policies and laws. USAID was misused.

@DataRepublicanme quite sick. We all knew people were becoming radicalized..and everyone acted like we were crazy.

The programming is highly effective. I taught after 20-years in Business, in a VERY RED county. I have since left, but when I was in the HS it was obvious social programming was happening across all social media courtesy of Biden Censorship program and educational indoctrination.

There was even a lesson plan on how the Mongul slaughters were good for the environment and population control..I kid you not. Of course I showed it to my kids so they can see how crazy everything was.

Around 2021, the kids began using terms there was NO way they would know on their own.

The debates in class, which I provoked daily suspecting something was up, revealed a lot including some confessions of self identifying communists.

This alongside the BLM, Trans stuff infiltrated every discussion.

And of course these commie "task force students" called me a racist daily when they did not like context that challenged their arguments. Would even post on Instagram and this was reported to me by other students.

The kids leading the charge were rich white ones, the minority students, some of immigrants (legal), were the ones who use to tell me everything.

A teacher in my dept. ran a Communist club that had one of those "Democracy something" names. Students reported to me that the same two Commie Students that led the "task force" in school led every meeting..many quit the club because they thought they were signing up for something positive but realized it was anything but.

Yet, they (student and teachers) pushed back on Turning Point Clubs being formed.

Finally, one of the key students leading this Commie anarcho tyranny charge with the support of other teachers was in fact a teacher's son FROM MY DEPT. When I approached her that he was being radicalized, of course she played dumb.

I was in the History Department. The ELA Department was worse.

Three of us quit in the same year...it is bad out there among the youth..

@DataRepublicanmp just never declares the Insurrection Act? Since the rioting would be confined to Blue states, he could say:

"Look at these terrible people (i.e. Democrat governors in Blue states). They let these radical communists who hate America terrorize their own citizens to try to get me to stop them so I look like the bad guy. But in reality they're the bad guys, because they could stop them just as much as I could. But they don't, because they hate America."

Now what do they do? Their whole plan hinges on Trump crossing a "Red Line", but if he never does, all they end up with is a lot of property damage in Blue states, with the blame shifted to the governors.
