It's worth noting that enabling the primary key is not part of the MODIFY clause. If we could put the enable_disable_clause before the column_clause it would work without the explicit ENABLE, but we can't (as shown in the diagram).

@jolliffe @connor_mc_d @thatjeffsmith The ENABLE refers to the NOT NULL constraint. If you add another ENABLE, it will apply to the primary key.
