Ok just because the registration address is empty doesn’t mean a company is fake. Local governments offer tax incentives if companies register at certain industrial park so companies take advantage by registering there while still running operations elsewhere. I have been to buildings in Binhai which house dozens of companies but were entirely empty except for a guard playing video game
In a recently built industrial park on the northwest fringe of Beijing, the listed address of 🇨🇳 𝗡𝗲𝘄 𝗠𝗮𝘁𝗿𝗶𝘅 stands empty, a hollow gray shell with wires dangling from the ceiling where lights should be.
Earlier this year, the Trump administration approved this Chinese ’s advanced chips into the computers that create AI. Trump allowed the sale of Nvidia’s H200 chips to China late last year. But before they could be sold, the Commerce Department was required to review the companies involved for national security risks.
New Matrix passed that review. Yet recent checks found that, within China, there is little evidence the firm actually exists, raising questions about who in China is behind the company.
Only scant information can be found online about New Matrix, which was created 17 months ago. At the building that New Matrix lists as its address, a company directory does not include the firm. At the nearby property management agency for the industrial park, a receptionist and a manager both said they had no record of the company.
New Matrix’s owners have ties to 🇨🇳 Wise Road Capital (智路资本), a prominent Chinese private equity fund that the US government added to Commerce Department’s Entity List in 2024. (Wise Road had helped the Chinese government acquire strategically sensitive companies with chip technology.) New Matrix may be a front for firms associated with Wise Road.
The sale of chips to New Matrix appears to be part of a pattern that has concerned technology experts inside and outside the government: The Commerce Department is giving clearance to buy and handle Nvidia’s chips to Chinese companies with ties to firms that have been subject to national-security-related trade restrictions.
Several other Chinese companies approved to purchase H200 chips or assemble them into servers have ties to firms that have been blacklisted by the US government, or that work as military contractors in China.
The approvals raised questions about how rigorously the Trump administration is policing who can get their hands on Nvidia’s chips.
In Dec, Trump gave Nvidia permission to sell the H200, an older but still powerful AI chip, to China, as long as the US government was given a cut of the sales. In an unusual arrangement, Trump is requiring these chips, which are assembled in Taiwan, to be routed through the US on their way to China, so that the government can collect a 25% tariff on their value.
In total, the Commerce Department appears to have approved roughly two dozen Chinese firms to buy or handle Nvidia’s H200 chips, including major Chinese companies like Baidu, BYD and Tesla Shanghai. The firms received approval to purchase tens of thousands of the chips each but have not yet met that quota.
Commerce Department had approved major Chinese companies like Alibaba, Tencent, ByteDance and ZTE Kangxun Telecom for the licenses.
Many Chinese companies are gaining access to Nvidia chips through data centers in Southeast Asia, and the chips still appear to be a critical focus for Beijing.
When the Commerce Department granted its approval to New Matrix this year, the company’s registered address was at a compound on the outskirts of Beijing used for corporate registrations, where thousands of other firms are also registered on paper. But this fall, New Matrix’s address changed to the empty office in the industrial park mentioned above.
New Matrix’s website does not name any staff members, advertise any jobs or include information about its history. But two of its primary owners appear in the records of companies connected to 🇨🇳 Wise Road and its founder 🇨🇳 Li Bin (李滨).
Li is also the chairman of 🇨🇳 Tsinghua Unigroup (新紫光集团), a technology conglomerate with government ownership. In 2021, one of Tsinghua Unigroup’s subsidiaries, New H3C Semiconductor Technologies, was added to the Entity List for working with the Chinese military.

Commerce approved a company called New Matrix this year to assemble Nvidia's H200 chips into AI servers. But when the Times visited the site of its listed office, it was mysteriously vacant. People there had no records of this company.

I cannot agree with this point by @FredFleitz more strongly. “Picking fights with Europe and Canada and renaming a Great Lake have needlessly damaged relationships; we will need to confront China, Russia, and Iran. Repairing our alliances is a matter of national security.”
It hurts America to antagonize allies— especially now. This has to be obvious by now.

Interesting assessment from Fred Fleitz, of the America First Policy Institute.
"Replace Special Envoy Steve Witkoff and Under Secretary of Defense Elbridge Colby with seasoned professionals with better judgment. (I recommend keeping Jared Kushner... to continue his work on the Gaza peace plan.) The administration should refocus on the Indo-Pacific and the long-term challenge from China...Picking fights with Europe and Canada and renaming a Great Lake have needlessly damaged relationships; we will need to confront China, Russia, and Iran. Repairing our alliances is a matter of national security, and it would deny Democrats one of their most effective talking points. Firing Hegseth and Colby and keeping Vice President Vance out of national security policy would greatly advance this goal."

Sorry Freddie, we won't be listening to you, AKA John Bolton's little bitch. The worst NSC director I observed in four years during the 1st Trump team. A neocon fool who had his ass kicked right out the door. Take your tough hate and stick it where the sun don't....

One concrete measure of how "loud" the PLA is relative to the rest of the system: the number of vice chairmen with published memoirs and selected works.
Liu Huaqing, Zhang Zhen, Chi Haotian, Zhang Wannian, and others.

The myth that the PLA operates in a culture of secrecy is almost complete BS. The reason this myth persists is because the people who analyse the PLA in the West don't know Chinese. The actual PLA is a very 'loud' institution where officers are brash about their ideas

The New York Times first reported on a relationship that was too close for comfort but didn’t explicitly say that U.S. intelligence had assessed the relationship as romantic.
The Financial Times is the first to report that the U.S. government believes Huang had a romantic relationship with the woman.
The Financial Times is the first to report that the U.S. government believes Huang had a romantic relationship with the woman.
NEW:
The US government believes Nvidia chief executive Jensen Huang had a romantic relationship with a Chinese woman whom the US intelligence community believes was recruited to spy for China’s Ministry of State Security, the country’s main intelligence agency.
Chinese oit a relationship with Huang to obtain sensitive information about Nvidia’s most advanced technology which could help China accelerate its military and intelligence capabilities while undermining the technological advantage the United States is trying to protect.

James - I have known you for years and have a lot of respect for you. But to call me a “compliant” journalist is like something from Monty Python or the Marx Brothers.
Was I “compliant” when I broke stories about the Chinese hypersonic weapon or Pelosi going to Taiwan? 🧐 Come on man.
Here’s the Nvidia Chinese spy saga story for those who missed it last night👇

Hallmarks of a smear campaign: anonymous sources, a bit salacious, compliant journalists, leaking side not winning the debate, vindictive, innuendo not evidence. If Huang provided information that gave China an advantage, say so.
