UPDATE: It is now fixed — don't know how, but it was probably one of very helpful people in the replies!

After nuking everything, manually deleting anything related to NDI and reinstalling drivers, it is now working.
I changed too many variables to know what the problem was.

I didn't manage to getting NDI Screen Capture working — but some dude on Reddit told me to try vMix Desktop Capture which is a pretty great alternative, so it'll do for now!
Supports OMT desktop capture too which is pretty awesome if you've ever messed around with q1RpQgi
