The terminal's GPS is a convenience for pointing and timing. The geofence lives in the constellation of satellites.

That matches what drone operators told me directly. The operators I spoke to also reported Starlink connections dropping out at 60 km/h, rather than the 160 km/h you’re quoting.
Quoting commercial Starlink limits doesn’t explain away restrictions on Starshield.
