Today, we convened a high-level meeting bringing together the National Treasury (@KeTreasury) led by Cabinet Secretary, @JohnMbadiN, development partners, and public finance stakeholders to advance the implementation of Electronic Government Procurement (eGP) as a key public form.

Digitalization of public procurement processes through the eGP is a key element of Kenya's PFM reforms. IPF role is to complement government leadership by supporting the government's eGP agenda as a wider governance and public financial management intervention that aims at improving transparency, accountability, efficiency, value for money, and fiscal discipline in the use of public resources.

🔵| eGP is a core public financial management reform

IPF CEO @DWNdirangu remarks ↘️

💬 "Public procurement is where public money turns into public services. It is where budget allocations become medicines in our hospitals, books in our classrooms, roads that connect tructure that drives our economy."

💬 "That is why, at IPF, we do not see e-GP as just an ICT project. We see it as a core public financial management reform: one that must improve how public resources are planned, committed, spent, accounted for, and turned into services for citizens."

CS Hon. FCPA John Mbadi @JohnMbadiN has said that Kenya’s Electronic Government Procurement (e-GP) system has facilitated the award of 4,470 contracts valued at approximately KSh 18.3 billion since its launch on 7 April 2025.

Speaking during a breakfast meeting convened by the ance (IPF), Hon Mbadi said the platform has onboarded 1,546 procuring entities, processed more than 30,000 requisitions and registered 45,000 suppliers.

The system has also been integrated with key government platforms, including IFMIS, the Business Registration Service (BRS), National Construction Authority (NCA), Access to Government Procurement Opportunities (AGPO) and i-Tax, strengthening transparency, accountability and efficiency in public procurement.

The CS emphasised that the success of e-GP will depend not only on onboarding procuring entities but also on sustained system utilisation, compliance and building the capacity of public institutions and suppliers. Particular attention is required to ensure that micro, small and medium-sized enterprises (MSMEs), as well as businesses owned by youth, women and persons with disabilities, can effectively participate in public procurement.

He said that the next phase will extend the platform to remaining procuring entities and introduce additional modules, including electronic complaints and appeals and contract management, with development partners expected to support technical integration and change management.

The Government is advancing e-GP as a fundamental public procurement reform to strengthen oversight, minimise irregularities, enhance competition and secure greater value for money in the use of public resources.

This morning, I held a progress review and implementation engagement with the Institute of Public Finance (@ipf_global) to assess the progress of Kenya’s Electronic Government Procurement (e-GP) System, reflect on the gains made through our collaboration, and chart the way second year of implementation.

I am encouraged by the strong progress recorded, with overall system adoption standing at 78.8% as at 31st July 2026. The respective adoption rates across institutions are as follows:

- Ministries, Departments and Agencies (MDAs): 96.75%
- County Governments: 100%
- State Corporations, SAGAs and Funds: 94%
- TVETs, Tertiary Institutions and TTCs: 81.9%

These milestones demonstrate growing institutional ownership and commitment to transforming public procurement through technology, efficiency and greater accountability.

As we transition into the second year, our focus will be on deepening strategic partnerships and strengthening implementation through technical assistance, training and capacity-building, risk management, expansion of the active user base, system maintenance, monitoring and evaluation, procurement governance, institutional strengthening, data integrity and security, and sustainable financing and ownership.

Importantly, e-GP is already delivering tangible value. The system has strengthened safeguards against attempted duplicate payments, improved procurement efficiency, enhanced transparency and accountability, promoted competitive bidding and value for money, reinforced fiscal discipline, and broadened inclusivity in public procurement.

Our ambition is to build a procurement ecosystem that is transparent, competitive, efficient and accountable, where every shilling spent delivers measurable value to the people of Kenya.

We remain committed to working with IPF and other stakeholders to consolidate these gains and ensure that public procurement becomes a stronger instrument for prudent public resource management and national development.
