#DigitalPublicInfrastructure is changing how Africans access services, vote, and transact. But technical integration is moving faster than the safeguards meant to protect rights.

Our State of Internet Freedom in Africa 2026 report recommends:

✅ Governments: assess human lout, keep offline alternatives and end internet shutdowns.
✅ Oversight bodies: regularly audit ID databases and data exchange systems.
✅ Tech firms and telcos: carry out human rights due diligence.
✅ Funders: measure success by inclusion and remedy, not enrolment numbers.
✅ Civil society: engage early in DPI design and procurement.

The session on Technology, Digital Rights and Business and Human Rights put one question on the table: as data, #AI and automation reshape how Ugandan businesses work, who is protecting the people on the other end?

Gilbert Ssettuuma, Personal Data Protection Office: “If your ut a human in the loop and the outcome affects your rights, you have recourse with the PDPO. You don’t need a lawyer, just the evidence.” He challenged every business in the room: “Do you have a privacy notice? You are definitely collecting people’s personal data. Without that, you are in breach of the law.”

Bonnita @nyamwire , Pollicy: “Even before we get to violations, people don’t understand what is being violated.” In one study, local officials thought “data” meant internet bundles. When Pollicy mapped support services for survivors of online harassment across several regions, they found none.

Assoc. Prof. Florence Tushabe, Soroti University: “The digital divide was already wide. AI literacy is compounding it.” On data sovereignty: “You cannot be sovereign when you depend on someone who can switch you on and off.” Her call to businesses: trust local talent. “Buy Uganda, build Uganda.”

Yasmin Ahmed, @femtechXlaw : “Digitalisation for businesses in this country is an afterthought.” On age bans for children online: “That is safety by exclusion. A digital product should be safe by design.”

For the next two days, we join @Mglsd_UG, businesses, and partners for the 7th National Forum on Business and Human Rights, held under the theme: “Reflecting on Progress and Strengthening Commitment: The Journey of Uganda’s National Action Plan on Business and Human Rights.”

As Action Plan on Business and Human Rights (NAPBHR) approaches the end of its implementation period, the forum provides an opportunity to take stock of achievements, examine persistent gaps, and identify priority actions to advance responsible business conduct.

The discussions will help shape the way forward for sustaining progress, strengthening accountability and promoting respect for human rights in business at national, regional and international levels.

The event is part of the @EUinUG-funded Advancing respect for human rights by businesses in Uganda project.

When Smart Cities Turn Menacing?

In June 2025, #Uganda switched on the Automated Electronic Penalty System (#EPSAuto), using CCTV cameras, automatic number plate recognition (ANPR), and an intelligent transport monitoring system (#ITMS) to fine motorists. But the system, nging order to the country’s chaotic roads, quickly generated controversy.

EPSAuto was suspended within days. More than a year later, on October 6, Ugandan Attorney General Sam Mayanja declared that the 2021 contract with a Russian company for the ITMS, including digital number plates and vehicle tracking, was legally void and unenforceable.

The experience points to a bigger question confronting countries in Africa and elsewhere, what happens when the technologies introduced to make cities safer also make it easier for the government to identify and track its citizens?

That’s a wrap on the #KTASymposium!

For two days, we joined the push to build Africa’s Digital Single Market. Our message was that cross-border digital trade only works if people trust it, so data protection and security have to be built in from the start.

To everyone who Security Clinic, thank you! We are glad we helped make your devices more secure and showed you safer ways to communicate. 🔐

Now pass it on. Share what you learnt with your loved ones, your colleagues and your workplace. Digital security is strongest when everyone around you has it too.

“Regional integration can no longer only be about removing physical borders. We must also remove the digital barriers between our markets.”

In her remarks at #KTASymposium2026, Rt. Hon. @RebeccaKadagaUG, First Deputy Prime Minister and Minister for East African Community ext frontier of East African integration: making it easier for businesses, payments and digital services to move across the region.

From interoperable payment systems to digital identities, electronic signatures, cybersecurity and consumer protection, the systems connecting our markets must work together.

The frameworks and ambitions are there. The measure of progress now is implementation and whether businesses and people can actually experience the region as one connected market.

#SmartCities in Africa have been accompanied by the shady underbelly of #surveillance, undue #datacollection and various other concerns. Note this deep dive into the topic by @cipesaug Executive Director, Wairagala Wakabi which features in @ProSyn.

For #InternetFreedomAfrica to be realised, transparency and accountability must be key in the systems employed to support civic safety and participation.
African governments often buy surveillance systems without public disclosure of how much they cost, what they can do, who can access them, and what data is collected or who can use it, @cipesaug’s Wairagala Wakabi writes. bit.ly/4sl8OT4

At the 9th KTA Annual Africa Tech and IP Symposium in Kampala, themed Building Africa’s Digital Single Market, our own Edrine Wanyama joined the panel on Cybersecurity in the Digital Single Market, tackling who answers when a Kampala shop selling to Nairobi and Kigali, storing a, suffers a breach.

Edrine put it simply.

“We need to think about how a trader feels dealing with someone within their own jurisdiction versus someone outside it. Beyond that feeling is how secure their dealings actually are, and whether there is anyone in government who will protect them when things go wrong.”

That is what harmonised data governance across Africa is ultimately for, and why CIPESA keeps advocating for it.
