B’Tselem urgently calls on governments and international institutions to act now, using all means available under international law, to prevent the forcible displacement of Palestinian civilians, collective punishment and extensive unlawful destruction in Hebron. Israeli leaders eir intentions, and actions on the ground have already begun.
Following the shooting near Hebron on 23 October, in which two Israeli soldiers were killed, Prime Minister Benjamin Netanyahu and Defense Minister Israel Katz openly announced plans to forcibly displace Palestinian residents and carry out extensive destruction in the area.
In a statement, Prime Minister Benjamin Netanyahu declared: “We will apply in the cities the successful offensive model we implemented in the refugee camps.”
That same model has already displaced more than 33,000 Palestinians in the northern West Bank. Now, Israeli leaders are threatening to bring the same mass displacement and destruction to Hebron.
Implementation has already begun. Israeli forces imposed a cordon on Hebron and Halhul, while the Civil Administration began demolishing Palestinian structures in the neighborhood of Farsh al-Hawa. At the same time, Minister Bezalel Smotrich announced the establishment of four new settlement farming outposts in the South Hebron Hills.
Israeli leaders are openly announcing plans for collective punishment and acts that could constitute war crimes. These plans echo Israel’s devastating operations as part of the genocide in Gaza and mark a further escalation of its ongoing campaign of ethnic cleansing as part of the Elimination Project in the West Bank: the systematic dismantling of Palestinian collective life while expanding settlements and entrenching permanent Israeli control.
The world cannot stand by as Israel continues its assault on Palestinians, waiting for yet more neighborhoods to be emptied and erased before intervening, despite what we have already witnessed in Gaza and the northern West Bank. Governments and international bodies must act now to prevent these crimes and protect Palestinian civilians.

The killing and violence Israel is responsible for are escalating across the West Bank. But the Elimination Project that Israel is carrying out goes far beyond that. As our head of field research Kareem Jubran explains, it is about dismantling the conditions that allow s a people, a society and a collective in their homeland.
The Elimination Project is an ongoing process that affects every aspect of life. It involves demolishing homes, expelling communities, taking over land and water sources, destroying livelihoods and suppressing political and social organizing. Israel prevents people from getting to work, going to school or harvesting olives on their own land. Violence by soldiers and settler militias keeps millions of Palestinians in a constant state of fear, turning even simple everyday activities into potential threats to their lives and physical safety.
This is the Elimination Project: a set of mechanisms working together to push Palestinians off their land and dismantle their ability to live together as an independent society, with their own institutions, identity, rights and future. At the same time, Israel is expanding and deepening its control and Jewish presence across the West Bank.
How do all these mechanisms work together? Watch our short film about the Elimination Project that Israel is carrying out in the West Bank >> btselem.org/the_eliminatio…

Fear is not a by product of the violence in the West Bank: it is one of its goals.
Israel is systematically killing, injuring, imprisoning, torturing and forcibly displacing Palestinians on a massive scale. These are not isolated incidents or spontaneous attacks by extremist deliberate mechanism of control and oppression designed to intimidate the entire Palestinian population, disrupt their lives and drive them off their land. This is how the system is structured, and how it has operated for decades.
This violence is carried out by different arms of the same system: the military, police, Shin Bet (ISA), Israel’s Prison Service, and settler militias. The military bombs residential areas, demolishes homes, kills Palestinians and forcibly displaces them. In prisons, Palestinians are subjected to torture and abuse. Meanwhile, the state supports settler militias and provides them with the necessary infrastructure to operate, while soldiers protect them and sometimes participate in their attacks on Palestinians. These are not separate actors: they are part of a single mechanism, operating with institutional backing and almost complete impunity granted by the law enforcement system. Impunity is not a failure of the system. It’s how the system works.
Since October 2023, this violence has escalated dramatically. According to B’Tselem’s figures, From October 7, 2023, until September 21, 2026, Israel killed 1,116 Palestinians in the West Bank, including 245 children and teenagers The ripple effect is enormous. Any Palestinian in the West Bank who leaves home in the morning, drives along a road or works farmland is constantly calculating the risks involved.
That is the goal of the mechanism of violence and intimidation: to make life impossible for Palestinians in the West Bank, drive them off their land and dismantle the conditions for their existence as a collective. It is one of the five mechanisms Israel is employing in its Elimination Project.

Israel is strangling the Palestinian economy in the West Bank, driving it toward collapse. In doing so, it is undermining the conditions Palestinian society needs to survive and build its future. This economic strangulation is one of the key mechanisms of the Elimination Project.
s worked to make the Palestinian economy in the West Bank dependent on it for jobs, tax revenues, movement and trade, land, water and infrastructure. Over the past three years, Israel has used that reliance to ramp up economic pressure as part of accelerating the Elimination Project.
Some 140,000 Palestinians have lost their jobs in Israel after their work permits were revoked. Income from work in Israel has dropped by around 88%.
Israel is also withholding billions of shekels in Palestinian tax revenues. Checkpoints are costing Palestinians more than NIS 62 million a month in lost working hours. Farmers are being driven off their land and cut off from water sources.
But this isn't just about poverty and unemployment. Families are losing their livelihoods. Farmers can't reach their land. Businesses are struggling to operate. Public services like healthcare and education are also struggling to meet people's needs.
Together, these measures are eroding the ability of an entire society to live independently, remain on its land and build a future there as a people.

Israel's leading human rights group describes the deliberate ethnic cleansing of Palestinians from growing parts of the occupied West Bank. x.com/btselem/status…
Israel is displacing entire Palestinian communities, while new Israeli outposts are being established at an unprecedented pace. Settler militias are taking control of vast areas, and military operations have displaced tens of thousands from refugee camps in the northern West form part of an escalating process of ethnic cleansing of Palestinian communities and the takeover of Palestinian land carried out through a coordinated system involving political leaders, government authorities, the military, the police and settler militias, backed by Israel’s legal and law enforcement systems.
This process pushes Palestinians from their land into rapidly shrinking spaces, deliberately cut off from each another, while establishing, expanding and reinforcing Jewish-Israeli control.
The methods Israel uses to intimidate and displace Palestinians are varied. Homes and other structures are demolished, while entire communities are forcibly displaced from their land by the violence of settler militias, supported by state authorities. The state also carries out military campaigns and attacks that have displaced and expelled tens of thousands of Palestinians from refugee camps in the West Bank.
This decades-long process has accelerated under the current government. Between 2023 and 2025, 185 new settlement outposts were established, about 130 of them farms. Settler militias using these outposts as bases now control more than 1.07 million dunams, or 18% of the West Bank. 65 Palestinian communities have been completely displaced, and 18 others have been partially displaced.
This is the Elimination Project.

“We are dealing with political violence. That is why it is so important to place what we are seeing within a political framework.”
B’Tselem Executive Director Yuli Novak explains the analysis behind 'The Elimination Project', which examines the current reality in the West Bank not as a collection of isolated incidents or specific harms, but as part of a comprehensive Israeli mechanism of elimination designed to dismantle the conditions for continued collective Palestinian existence in the West Bank.

The elimination project is implemented not only through killing, violence, and the expulsion of shepherding communities. It also works through the gradual erosion of the conditions needed to sustain Palestinian life.
Sometimes, closing a single gate is enough to disrupt daily ff from its surroundings and land, and make continued life there increasingly difficult.
For decades, Israel has developed an extensive system of movement restrictions that allows it to control Palestinian movement and bring daily life to a halt at a moment’s notice. The system includes checkpoints, gates at the entrances to villages, roads from which Palestinians are barred, and a permit regime that determines where Palestinians can travel.
Since October 2023, Israel has intensified its use of this infrastructure, imposing increasingly severe movement restrictions. As of the end of 2025, 925 movement obstacles have been documented in the West Bank. More than 200 checkpoints and roadblocks have been added over the past three years, and at least half of the movement obstacles block or delay travel between Palestinian cities and villages and major roads.
A gate that is closed without prior notice can prevent a worker from reaching their workplace, a child from getting to school, a patient from reaching a hospital, and a farmer from reaching their land. A journey of a few minutes can turn into hours, and no one knows whether a road that was open in the morning will still be open on the way back.
Thus, Israel controls not only space, but also time and the ability to maintain a normal routine. It separates communities, cuts people off from their land and sources of livelihood, and turns uncertainty into a permanent condition.
Movement restrictions are a central mechanism of the Elimination Project. They fragment Palestinian space into isolated enclaves, while enabling continuous movement and presence for Jews. In this way, they undermine Palestinians’ ability to exist as an independent collective and reinforce Jewish supremacy in the West Bank.
