Prosecutors say she billed for "in-person" services from the PHILIPPINES, paid $6 an hour.

She billed as if employees worked 20+ HOURS A DAY for weeks straight.

The program started at about $2.6 million a year and blew past $100 MILLION before Minnesota had to SHUT IT DOWN.
