Power Foundation of India (PFI) released three reports at the Distribution Utility Meet 2026, held in Jaipur on Oct. 27-28, 2026, addressing key priorities for Indiaโs power distribution sector:
The report assesses the real cost of renewable energy at the DISCOM periphery, including transmission charges and losses, system operation and balancing costs, battery and solar panel recycling, and carbon abatement. It urges policymakers, regulators, network planners and DISCOMs to consider overall system cost - not only generation cost - for a judicious, consumer-centric energy transition.

The report examines challenges in meeting RCOs, particularly delays linked to CTUIL. It calls for stronger coordination among renewable energy developers, CTUIL, REIAs and DISCOMs, with appropriate risk allocation to reduce project commissioning delays.

Prepared by PFI with Prayas Energy Group, the report quantifies DSM benefits in Gujarat and Madhya Pradesh through FY 2030. It reviews Indiaโs policy, regulatory, institutional and market mechanisms, and proposes a state-government business case for shifting from revenue-based to capex-based subsidies, alongside regulatory interventions for DFPO.
