Had a call with Prime Minister of Romania Luca Niculescu, @LucaNiculescu.
We discussed the Russian strike on a civilian vessel off the coast of Romania, which killed one Ukrainian seafarer, injured four, and left three more missing; six were rescued. I thanked Romania for its lear condemnation of this crime, a gross violation of international law and freedom of navigation.
We talked in detail about defense, energy and logistics. We aim to speed up projects that will expand rail capacity, develop delivery along river routes and increase cargo throughput.
I proposed to my Romanian counterpart that we introduce intergovernmental consultations as a format of engagement. It has proven effective with other countries.
I thanked Romania for its consistent support since the first days of the full-scale invasion, and invited Mr. Niculescu to Kyiv. This was our first conversation since his appointment, so I also took the opportunity to congratulate him on his new post.

270 Ukrainians are back home from Russian captivity!
Among them are our defenders: servicemen of the Armed Forces, the National Guard, including Azov, border guards, and Mariupol's defenders. Most had been held since 2022. Nine Ukrainian civilians are also returning.
Among ople who survived the Russian terrorist attack on Olenivka in July 2022.
For hundreds of families, these are long-awaited reunions and a chance to hold their loved ones again. Thank you to everyone working to bring our people home.
Ukraine will bring every one of them home.
Glory to Ukraine! 🇺🇦

Joined President Volodymyr Zelenskyy and Prime Minister of Finland Petteri Orpo, @PetteriOrpo, at the Ukraine-Finland Business Forum.
Seven agreements on potential cooperation, worth almost €300 million, were signed as a result.
Ukrainian drone makers are exploring the g joint production with Finnish companies in Finland. Employers' associations from both countries plan to set up a Ukraine-Finland Industrial Council. A separate project concerns industrial housing construction.
Finland has also become the first country to give locomotives to Ukrzaliznytsia free of charge. Today, we signed an agreement on the transfer of 10 Dv12 diesel locomotives and spare parts.
We invited Finland to become a partner of the War Risk Insurance Fund. We also discussed how Ukraine can help Europe build strategic non-commercial gas reserves. We have large spare gas storage capacity and a well-developed gas transmission system.
In our bilateral meeting, we agreed to share experience in protecting critical infrastructure and had a detailed discussion on Ukraine's need for mobile shelters.
We count on Finnish companies to become key investors and long-term partners of Ukraine. Together, we can create products, technologies and businesses that will be competitive in Ukraine and across Europe.

Overnight, Russia launched a massive missile attack on Kyiv. Enemy drones also attacked 12 other regions of Ukraine, including Kharkiv, Sumy, Zaporizhzhia, Dnipropetrovsk, Poltava, Cherkasy, Odesa, Khmelnytskyi, Vinnytsia, Chernihiv, Volyn and Ivano-Frankivsk.
Unfortunately, two sincere condolences to their families and loved ones. 34 people were injured, including five children. All of them are receiving the necessary medical care.
Civilian infrastructure, energy facilities, businesses, shopping centers and warehouses came under attack. Fires broke out at many sites, while retail and warehouse facilities were destroyed. Residential buildings were also damaged.
In Kyiv, the attack partially damaged infrastructure on one of the metro lines. The roadway near the Pivdennyi Bridge was damaged, so traffic between the right and left banks is also restricted.

I am grateful to the State Emergency Service rescuers, police officers, medics, utility workers and everyone who has been working since the early hours to deal with the aftermath of the attacks and to help people.

Discussed with @EIB Group Vice-President Karl Nehammer, @karlnehammer, how to speed up the implementation of joint projects, including prioritizing them in line with urgent needs.
These are protecting and restoring energy infrastructure, supporting state-owned companies, and social infrastructure in Ukrainian communities.
We also discussed how to make the most effective use of EU guarantees under the Ukraine Investment Framework to finance priority investment projects in 2027.
Agreed to set up a joint working group to review the portfolio, identify priority projects and speed up their funding. Thank you, Karl Nehammer, for your personal support for Ukraine and your readiness to work together on practical results.
The EIB is a strategic partner of Ukraine. Since the start of the full-scale invasion, EIB Group financing for Ukraine has exceeded €4.5 billion, including a record €1.5 billion in 2025.

Met with @verkhovna_rada Speaker Ruslan Stefanchuk, @r_stefanchuk,
MPs, and Government members to discuss legislative priorities and how Parliament and the Government will cooperate going forward.
We focused on the bills needed to meet Ukraine's commitments under the Ukraine Facility, our agreements with the IMF, and other international support mechanisms. The Verkhovna Rada has already passed some of the key decisions. I'm sincerely grateful to the MPs for their efforts.
The Government is partnering closely with parliamentary committees to make sure these bills are thoroughly prepared.
We must keep up the pace on our commitments to partners so that Ukraine can receive the full amount of international financial support.
Next plenary week, we'll turn to the 2027 State Budget. It must reflect security and defense needs, the state's social obligations, our real financial capacity, and our agreements with international partners.

Ukraine has proven its ability to deliver on its commitments on the path to the EU. Over the past five months, four negotiating clusters have been opened. During an online conversation with European Commissioner for Enlargement Marta Kos, @MartaKosEU, and her team, I thanked our partners for opening Clusters 2 and 3. We expect the remaining two clusters to be opened by the end of the year.
Our shared priority is to ensure that a positive Interim Benchmark Assessment Report (IBAR) is prepared.
Following the agreements between President of Ukraine Volodymyr Zelenskyy and President of the European Commission Ursula von der Leyen, Marta Kos and I discussed the work of the newly established IBAR Task Force, aimed at strengthening support for Ukraine and accelerating European integration.
We also spoke separately about the progress made by the Government and Parliament toward securing financial support.
Ukraine will continue to actively pursue reforms.

Held detailed talks with the World Bank, IMF, EU and G7 countries on our external budget financing needs.
For 2027, those needs top $52 billion. Nearly $20 billion is already secured under arrangements with the EU, the IMF and Japan, but we still have to raise over $32.6 billion pensions, hospitals and businesses all depend on this money.
Next year, budget spending on defense and security alone will reach almost 44% of GDP, and we will need extra resources for defense. The Defense Forces' off-budget requirement is estimated at $45 billion (€40 billion).
Ukraine keeps doing its part. This week, the Government is to approve all the decisions needed to keep the funding coming, and Parliament is to take up the bills required under the IMF, World Bank and EU support programs.
Spoke at the ministerial roundtable at the IMF and World Bank Annual Meetings, joining by video from Kyiv after yet another massive strike on our energy sector. Russia is systematically targeting critical infrastructure, businesses, factories and civilian sites. Because of the destruction and shutdowns, tax revenues will fall about $1.5 billion short of the forecast by year-end.
Thanked our partners for lining up funding for our 2026 needs, and the EU in particular for the €90 billion Ukraine Support Loan covering 2026–2027.

The EU has disbursed a further €2.86 billion tranche to Ukraine under the defense component of the Ukraine Support Loan.
As Russia intensifies its attacks on our cities and critical infrastructure, this support is vital. More drones, air defense systems, missiles and ammunition mean stronger protection for our people and greater capabilities for our defenders on the front line.
We continue working with our European partners to ensure the rest of the defense funding is delivered without delay.
Sincere thanks to European Commission President Ursula von der Leyen, @vonderleyen, Commissioner Andrius Kubilius, @KubiliusA, and all EU member states for their steadfast commitment to Ukraine's defense and our shared European security.

Energy workers and rescuers have been working at the sites of last night's attack since early morning. Fires are being extinguished and debris cleared. Crews have already begun urgent repairs at the damaged facilities.
Russia targeted energy infrastructure in Kyiv, Kharkiv and tic missiles. In the capital, all three CHP plants were hit. Russia also struck critical facilities in Kyiv region that supply power to the capital and central regions.

Railway facilities were attacked in five regions. Thanks to advance evacuation, no one was hurt. Repairs are underway.
Thank you to the rescuers, police, medics and energy workers, and to everyone helping to deal with the aftermath and support people.
