So all the USAID moved into the State department. Now Marco calls up that country, says "Here are your KPIs, here's the $ to get started. Don't expect more $ if things get worse."
We bootstrapped the NGO ecosystem on the assumption that the 3rd world was too corrupt to have the $ directly. But we forgot about our own corruption, and told the NGOs they couldn't be profitable, which broke the whole point of them being private instead of public.
Ernst's office did a study, 83% of the money never leaves the Beltway. 🙃
