The genesis tier: 9 initial validators run by TCC. They wouldn't process blocks. Instead, they'd check every block for legitimacy and veto any illegitimate ones, acting as a backstop during bootstrapping.

Over time, they wouldn't be needed. And since they wouldn't produce blocks unless all other validators went down, they wouldn't reduce decentralization the way a block-producing validator would. 🛡️

The vetted tier: 50 validators hand-picked by TCC. Identity-checked, business-verified for companies, reviewed before being trusted to help secure the network.

The community tier: 10 slots at launch for permissionless access via Frame holders staking.
