1/4 FFmpeg weekly news (Oct 7–13): Panasonic RW2 RAW decoding (RawFormat 8) landed. HEIF now exposes gain maps, including Apple's. A new libfdk-xhe-aac wrapper brings xHE-AAC encoding, initially single-pass. New in git master!

2/4 ffplay's chapter list gained faster rendering and more responsive input. VC-1 gained SSE2/AVX2 inverse transforms. LoongArch LSX now accelerates fast bilinear scaling and NV12/NV21-to-RGB conversion. A Windows handle protocol landed too.

3/4 HTTP range/EOF handling and HLS byte-range playback were fixed. Security and robustness fixes landed, including fixes from OSS-Fuzz reports and follow-up investigations into issues found by Fairy's automated code reviews. Please test and report regressions!

@FFmpeg range/EOF bugs are why 'it played once from the start' is such a weak media test. let someone abuse the seek bar.
