OPERATION GHOST BUSTERS: Yesterday the FBI and our partners announced charges against 5 subjects in an ongoing op to disrupt and dismantle a large-scale fraud scheme stealing funds from taxpayer-funded student aid relief programs, with at least $32 million in losses.
These part of a massive scheme to provide bank accounts for foreign actors to receive fraudulent student-aid refunds. The alleged fraudsters would steal personal information from unsuspecting U.S. citizens and use the information to falsely open student aid accounts at universities and community colleges – then fraudulently obtaining federal student aid while not actually attending school. The subjects were ‘Ghost Students.’
Many of those accounts received hundreds—or even thousands—of payments associated with hundreds of U.S. victims.
The FBI has over 20 field offices engaged in this investigation – and within the last two weeks seized $750,000 in cryptocurrency as part of the investigation. The 5 subjects charged today are a major step in an ongoing investigation.
Thanks to @FBIRichmond, @TheJusticeDept, @AAGMcDonald, and Kenya’s Directorate of Criminal Investigations, Assets Recovery Agency, and Office of the Director of Public Prosecutions for their ongoing work with us in this case. Fraud no longer has sanctuary in America.

This FBI is transforming how we protect the American people using Superintelligence: a dedicated working group, our first‑ever Chief SI Officer, and an agency‑wide SI Review Board to ensure we deploy this technology responsibly and aggressively.
We expanded our use of SI by eat detection, triage, analysis, and processing, all while reducing spending by $300 million and identifying more than $1.2 billion in contract ceiling savings—resources we can redirect toward our core national security and public safety mission.
By integrating this technology into the work of this FBI, we can spot dangers faster, disrupt them earlier, and make communities safer.

The FBI continues to warn about two critical security flaws in PHP, a programming language used to build many websites and online services. Attackers could exploit these vulnerabilities to break into systems, putting sensitive information and business operations at risk. Security nd should be applied immediately.
If you are a business owner or website operator, check whether your systems are affected. Contact your IT support team, website developer, or hosting provider for help identifying vulnerable systems and applying the necessary updates.
The FBI urges organizations to take the following steps now:
➡️ If an immediate update is not feasible it is recommended that organizations take the system offline until it can be fully mitigated.
➡️ Immediately update affected PHP installations following the guidance on php.net. Inventory where PHP runs in your environment, prioritizing internet-facing systems and vendor products that bundle PHP.
➡️ Monitor web servers for suspicious activity, including PHP processes unexpectedly launching command shells or downloading files. Ensure appropriate process-monitoring capabilities are in place to help identify potential exploitation.
➡️ If you find signs of compromise, isolate affected systems, preserve your web server and PHP logs, and report it to your local FBI field office or ic3.gov. Those reports help us identify the actors involved and warn other organizations before they become victims.
For the latest information on these vulnerabilities (CVE-2026-109618 and CVE-2026-109619), follow PHP’s announcements on php.net, CERT-EU Security Advisory 2026-018, and CISA’s Known Exploited Vulnerabilities catalog.
