And then, in the very same statement, he claims that Starlink remains critically important for Ukraine's defense.

This matches what my sources on the ground told me, they were using Starshield to fight Russian forces inside Ukrainian territory, including occupied areas.
On 17 October, Rubio claimed Ukraine had no access to Starshield. Yet, as I documented at 13:00 on 20 October, operators were still reporting restrictions on the Starshield service they were already using, previously unrestricted, then constrained at approximately 120 km/h.
