The Scowcroft Center joins in mourning the passing of Dr. Mathew J. Burrows, who served as its Director of Foresight for nearly a decade starting in 2013. A quiet man with a brilliant mind, Mat came to the Council after serving for nearly three decades in the intelligence community and the U.S. Department of State. While there, Mat became known most for his leadership of the National Intelligence Council’s Global Trends series, which under his direction was among the world’s most highly respected works in the field of strategic foresight.

Mat brought this background with him to the Atlantic Council and its strategic foresight initiative. While the world has many scholars, Mat proved himself to be the scholar’s scholar. Time and again, Mat’s command of the facts, awareness of the global strategic landscape, and erudition astonished his colleagues at the Council and peers and audiences everywhere else. In burnishing his reputation as an intellectual giant, Mat also did much to raise the Council’s profile in strategic foresight. He will be sorely missed.

Saddened by the passing of Mat Burrows, a remarkable thinker and valued former colleague at the @AtlanticCouncil.

Mat was an intellectual force in the US government before helping us build the Council’s strategic foresight practice. He understood that sound long-term American strategy required anticipating alternative futures, not simply reacting to events.

He helped pioneer the field and mentor a new generation of strategic thinkers. We did not always agree on policy, but I always valued his insights, intellectual rigor, and thoughtful analysis.

Rest in peace, Mat. My condolences to his family, friends, and colleagues.
